Reuse / refill

Who for: all producers and importers of packaging except packaging from just paper/cardboard boxes
When: mandatory per 2030

The PPWR states the following targets for reuse by 2030:
- Transport packaging or primary packaging used for shipping: 40%*
- Grouped packaging for holding stocks/provisions or creating a distribution entity: 10%*
- Sales packaging for drinks, sold by the provider of the filled beverage: 10%*
The definition of sales packaging is new and appears to include both primary packaging and last-minute packaging.

The following rules apply:
- Paper/cardboard boxes are excluded.
- Member states can impose more stringent measures if this is necessary for achieving their prevention target.
- Distributors, retail and providers must jointly set up a system of reuse or refill.
- Pool systems are permitted, max. 5 participating companies/brands per system.
Refill (reuse in situ)
From early 2027, the provider who has their business in the hospitality sector and
- who provides hot or cold drinks in take-away packaging has a system that enables consumers to bring their own mug or cup (“container”) which can be filled in situ.
- who provides food that is suitable for immediate consumption from the packaging and that is normally provided in a take-away packaging has a system that enables consumers to bring their own container or tray which can be filled in situ.
The aforementioned obligations cannot be offered at higher prices, or in less favourable conditions. The providers must inform consumers at the point of sale via clearly readable signs or screens that they may bring their own mug, cup, container or tray.
From early 2028, the aforementioned companies are obliged to provide consumers with reusable packaging, within a reuse system. Providers must also inform consumers at the point of sale via clearly readable signs or screens that they may bring their own mug, cup, container or tray.
