Fee Modulation Plastic 1.0 (2019-2023)
Plastics come in all kinds and sizes. Some are better to sort and recycle than others. We reward easily recyclable plastic packaging. Fee Modulation Plastic 1.0 is valid for the period 2019 to 2023. From 2024, the new proposition is valid: Fee Modulation Plastic 2.0.
We reward readily recyclable plastic packaging
Plastic packaging that is easy to sort and readily recyclable is not only better for our environment but also for ‘your wallet’. We reward dimensionally stable plastic packaging that is easy to sort and readily recyclable with a positive market value after recycling by offering a reduced rate. We can do this because the costs of this type of packaging are lower than those of plastic packaging that is not so readily recyclable.
How do we determine if dimensionally stable plastic packaging is easy to sort and readily recyclable? We use the KIDV Recycle check for dimensionally stable plastic packaging. Read more about our policy here.

Do you want to be eligible for the reduced rate of Fee Modulation Plastic 1.0 for the period 2019-2023? First see if you satisfy the conditions.
For participation in this scheme, you can submit a request at any point during the year via PackTool.
What do you need for this purpose?
• Recycle check.
• Registration form.
• Anticipated weight volumes for the current year.
• For certain packaging a detailed listing (specifications and photos) via the Fee Modulation Plastic Specification Form.
• Here is an example of a completed specification form.
The Recycle check has the model of a decision tree. A number of questions are asked about the material and the packaging elements which have a bearing on sorting and recycling. The questions must always be answered yes or no. For each question, the KIDV also provides background information about the different aspects of sorting and recycling. In the end, you will find out if the packaging is readily recyclable or not. The check focuses on the packaging in its complete state, for example a bottle with lid or sleeve, or a cup with lid and label. It concerns packaging in its throw-away state, i.e., not the sales unit (with transport packaging).
Important considerationIn order to satisfy the conditions, the adhesive on the packaging must be washable. You are advised to check this carefully. Washability of the adhesive must be evident from the manufacturer’s specifications.
PE and PP packaging: adhesive must be cold water soluble, wash in cold water below 40°C. Self-adhesive labels are generally not cold water soluble
PET packaging: adhesive must be hot water or alkali soluble, wash in hot water between 60-80°C). This also applies to hotmelts which are alkali soluble at a maximum 80°C and can be conveniently removed in a conventional (pre-)wash process
Following an assessment, we will let you know if the lower rate has been allotted.
Note: do you want to make use of the scheme? If so, it is important for you to submit the application before the end of the year of notification. Only then can the reduced rate be included for your declaration the following year.
Note: flexible plastic packaging is not eligible for fee modulation. With Fee Modulation Plastic 2.0, certain flexible packaging, under specific conditions, may qualify for a reduced rate starting from 2024.
