You might be eligible for a scheme or be able to use a sectoral agreement. Then filing a declaration will be easier for you and/or you pay a reduced rate for your packaging.
Sectoral agreement Koninklijke Vereniging van Nederlandse Wijnhandelaren (KVNW)
Declaration year 2013 and later.
Koninklijke Vereniging van Nederlandse Wijnhandelaren (KVNW) has developed a calculation model for the declaration process to Verpact. You can use the calculation model to conveniently calculate the declaration using the quantity of imported hectolitres of wine. A new and current calculation model applies each year. Sectoral agreement Nederlandse Vereniging voor Groothandelaren in Papier en Verpakkingsmaterialen (NVGP)
Declaration year 2018 up to and including 2023.
Who does it concern?
This sectoral agreement applies to wholesalers in paper and packaging materials.

Sectoral agreement Productschap Dranken - Spirits NL
Declaration year 2013 and later.
Who does it concern?
This sectoral agreement applies to companies introducing distilled and pre-mix drinks on the Dutch market.
Spirits NL has developed a calculation model for the declaration process to Verpact. You can use the calculation model to conveniently calculate the declaration using the quantity of imported bottles per spirit bottle type. Sectoral agreement NRK Verpakkingen
Declaration year 2013 up to and until 2023.
Who does it concern?
This sectoral agreement applies to companies affiliated to NRK Verpakkingen.

Scheme/arrangement commercial packers
Declaration year 2020 and later.
Who does it concern?
Does your total weight of packaging consist of at least 82% commercial waste and do you satisfy the conditions? If so, you are eligible for this scheme. You can send the request to take part to info@verpact.nl

Scheme/arrangement Flowers and plants sector (Royal FloraHolland/VGB)
Declaration year 2013 up to and including 2025
Who does it concern?
Does at least 90% of your total sales come from producing, importing and/or exporting flowers and/or plants and you are not a retailer based in the Netherlands? If so, you might be eligible for this scheme.

Scheme Nursery products sector (Anthos/ LTO Nederland)
Declaration year 2019 up to and including 2022
Who does it concern?
Are you a grower and affiliated to LTO Nederland or Anthos? Does at least 90% of your total sales come from producing, importing and/or exporting nursery products and you are not a retailer based in the Netherlands? If so, you might be eligible for this scheme.

Scheme Vegetables and fruit sector
Declaration year 2020 up to and including 2022.
Who does it concern?
Are you a company operating in the vegetable and fruit sector and do you satisfy the conditions? If so, you are eligible for this scheme.

Scheme Self-service teller machines
Declaration year 2017 up to and including 2022.
Who does it concern?
This scheme is for companies who supply self-service teller machines in combination with empty point of sale packaging.

Fee modulation Plastic Scheme
Fee Modulation Plastic 1.0
This scheme applies until 2023. Read more about it here.
Fee Modulation Plastic 2.0
This scheme will come into effect from 2024.
- We make a distinction between rigid packaging or flexible packaging, they both have their own starting rate.
- Next, we would like to know what type of packaging it is and what type of plastic it is made of.
What sets Fee Modulation Plastic 2.0 apart from the previous system is the fact that benefits can already be achieved with small steps. Learn more here.
Note: do you want to make use of one of these schemes? It is important for you to submit the application before the end of the year of notification. Only then can the reduced rate be included for your declaration the following year. For participation in this regulation, you can submit a request throughout the year for the current year via PackTool. Following an assessment, we will let you know if the lower rate has been allotted.
Who does it concern? Fee Modulation Plastic 1.0 is for companies using dimensionally rigid plastic packaging which is easy to sort and readily recyclable. Fee Modulation Plastic 2.0 is for both rigid and flexible packaging, they both have their own terms and conditions. Rates are fixed every year.
