You add packaging material

Do you add packaging material or do you arrange for this to be done by a contract packer, for example? And do you then make the goods available to third parties in the Netherlands? If so, you pay the Packaging Waste Management Fee for all used packaging material.

Examples
A company based in the Netherlands manufactures jars of peanut butter for supermarket Pieter. The order is supplied to a distribution centre in the Netherlands belonging to Pieter. The manufacturer of the peanut butter pays the Waste Management Fee for the following: jars, labels, lids, boxes, trays with foil, corner straps and plastic wrap on the pallets. Supermarket Pieter buys from the Dutch supplier and does not file a declaration for this flow.

Telephones
Mobile phones are purchased by web store eazey.nl from a Dutch supplier. The phones are for the Dutch market and so intended for the Dutch consumer. Easzy.nl in this case pays the Packaging Waste Management Fee for any further packaging added by their logistics provider or themselves, for example: transport packaging, including the outer box, label, tape and filler material.

You dispose of packaging material after import

Do you import goods from outside the Netherlands into the Netherlands? Then you will file a declaration for any packaging material that you have removed after importing or will be removed by your providers in the Netherlands.

Example
A rose merchant imports roses from Kenya. The roses are supplied in boxes. The boxes are removed after importing in order to put the roses in water. The rose merchant arranges for the boxes to be disposed of by the waste treatment company. The rose merchant pays the Packaging Waste Management Fee for the boxes.

Import and supply to third parties in the Netherlands

If you import goods from outside the Netherlands into the Netherlands and then make them available to third parties in the Netherlands, you pay the Packaging Waste Management Fee for the packaging material in which you imported the goods.

Example

Dutch electronics company Elektri imports a pallet of televisions from China. Elektri sells and resupplies them on a one-to-one basis to a Dutch wholesaler. Elektri pays the Packaging Waste Management Fee for the following: the box, polystyrene, film, tape, labels, bags around the remote control, corner straps and plastic wrap on the pallets. This also applies to shipments which Elektri arranges to be made directly to the Dutch wholesaler (dropshipments).

Contract packers

Definition: the party repackaging, packaging or unpacking substances, preparations or other products, which the former has not manufactured themselves and over which it has no possession, on behalf of another company. Do you use a contract packer? If so, you include all relevant packaging in your declaration. Does your contract packer do more than only repackaging or packaging? So, this constitutes production. Your contract packer then files the declaration about the packaging themselves. A guide would be if a construction drawing or method of preparation applies, this constitutes production.
