Fee Modulation Plastic 2.0: How does it work?
We make a distinction between rigid packaging or flexible packaging. They both have their own starting rate.
Next, we would like to know what type of packaging it is and what type of plastic it is made of.
When will I be rewarded with a 10 cents discount?
- If your packaging is transparent or white and/or;
- If your packaging consists of a mono-material and/or;
- If the labels on your packaging meet the criteria and/or;
- If your packaging passes the KIDV Recycle Check and/or;
- If you meet the requirements for using recycled material.

Is my packaging rigid or flexible?
Rigid plastic packaging have a different starting rate than flexible packaging, which is why you need to determine whether your packaging is rigid of flexible.
Rigid Plastic Packaging
Rigid packaging are stiff. This packaging is not easy to deform or to squash them into a wad.
Flexible plastic packaging
These are all the packaging that are not rigid.
Which type of plastic is my packaging made from?
You can see from the logos in the table below which type of plastic your packaging is made of. You can also ask your supplier to send you the relevant specifications. The following types of plastic qualify for Fee Modulation Plastic 2.0
Rigid packaging made from:
- PET (A-PET)
- PE (PE, HDPE, MDPE, LDPE, LLDPE, BOPE)
- PP (PP, CPP, BOPP, OPP)
Flexible packaging made from:
- PE (PE, HDPE, MDPE, LDPE, LLDPE, BOPE)
- PP (PP, CPP, BOPP, OPP)
Rigid packaging made of PET, PE, and PP, and flexible packaging made of PE and PP, are also eligible for a discount if made from recycled material such as rLDPE.
Other materials do not qualify for a discount.
Is my packaging transparent or white?
In order to qualify for the 10 cents discount, your packaging must comply with the following criteria:
For rigid plastic packaging:
- PET
- Transparent/naturel
- Light-coloured, provided the colour is caused by the demonstrable use of recycled content
- PE/PP
- Transparent/naturel/white
- Light-coloured, provided the colour is caused by the demonstrable use of recycled content
For flexible plastic packaging:
- PE/PP
- Transparent/natural/white
- Light-coloured, provided the colour is caused by the demonstrable use of recycled content
The basic material of the in-mould label must be transparant or white.
Explanation
- Transparent
- Fully transparent, clear, no dye added (1)
- Light coloured (2) (if demonstrable through the use of recycled content)
- Naturel
- No dye added; may be slightly hazy/waxy/blurred (3)
- Wit
- Coloured with white dye (4)
- Not opaque (*opaque = coloured and light-impermeable)
Is my packaging made from a mono-material?
Criteria rigid plastic packaging
The main component of a mono-material is made from a single type of polymer but is also permitted to consist of multiple layers of the same type of polymer. Note! For PE and PP: Additions of EVOH, SiOX, AlOx (including the tie layer) are permitted up to a maximum of 5% in total.
Criteria flexible plastic packaging
The main component of a mono-material is made from a single type of polymer but is also permitted to consist of multiple layers of the same type of polymer. Note! Additions of EVOH, SiOX, AlOx (including the tie layer), metallisation and ink are permitted up to a maximum of 10% in total.
Calculation
Calculate the proportion of your additions in respect of the mono-material criteria as follows: Maximum percentage = weight of additions / total weight of main component, x 100%.
Do my labels comply with the relevant criteria?
Rigid plastic packaging
If the size of the sticker, label, sleeve and/or in-mould label takes up less than 50% of the packaging (for packagings for less than 500 ml) or less than 70% of a packaging (for packagings for 500 ml or more) then only one criterion applies: the sticker, label or sleeve must be made from PE or PP.
If the sticker, label or sleeve is bigger than the above dimensions, then the following criteria:
- Not black
- Not metallised
- If the sticker, label or sleeve is made from a different type of plastic than the main component, then the following criteria also apply:
- The material is light-permeable
- De thickness of the material does not exceed 120μm
Printing
Printing is solely present on the sticker, label or sleeve. Only the date code may be printed on the main component.
Packaging without labels/sleeves and/or in-mould label may be eligible for a discount.
Flexible plastic packaging
Material
- The same material as the main component;
- PE sticker, label or sleeve on PP flexible packaging.
Colour
- If the sticker, label or sleeve covers less than 30% of the packaging’s surface area then there are no colour-related criteria.
- If the sticker, label or sleeve covers more than 30% of the packaging’s surface area then the following criteria apply:
- Not black
- Not visibly metallised on the outside
Printing
Direct printing is permitted. If the printing covers more than 30% of the surface of the packaging, the printing must not be black.
Packaging without labels/sleeves may be eligible for a discount.
Does my packaging pass the KIDV Recycle Check?
Take the KIDV Recycle Check to check whether your packaging passes the Recycle Check.
Does my packaging meet the criteria for recycled content?
- For contact sensitive packaging*: discount when using >10% recycled content.
- For non-contact sensitive packaging: discount when using >20% recycled content.
The criteria relates to the use of post-consumer recycled content. Definition: Recycled content that originates from plastic packaging placed on the market for consumer use and have subsequently been collected.
The term 'Consumers' includes both consumers at home and consumers who use the packaging elsewhere, including at businesses/factories, offices and holiday parks.
* Contact-sensitive packagings that qualify for a discount are:
- Packaging for food contact (for food intended for humans or animals)
- Cosmetic packaging
Conditions recycled content
Contrary from the conditions and exceptions for the other reward steps, the following applies to the discount for the use of recycled plastic content:
- We reward all plastic packaging (with material rate): The reward for use of recycled content applies to all packaging to which the plastic material rate (rigid of flexible) applies.
- No material restriction: We reward all plastic packaging where over 50% of the weight is plastic.
- No size restriction: Large rigid packaging of more than 5 liters or very small packaging of less than 3 cm are also rewarded for the use of recycled content.
- No restriction for disruptive packaging in recycling: Packaging containing paint, latex, silicones, glue, or cement is also rewarded for use of recycled content.

The actual discount is based on your total file declaration, where the threshold of 50,000 kilograms (not applicable for SUP packaging) is proportionally divided according to the declared combination of packaging type and material type.
Do I qualify for the innovation program?
Innovations in the plastic chain are always welcome, which is why we are also launching the innovation programme for Fee Modulation Plastic 2.0. To be eligible for the innovation program, the following conditions apply:
- The innovation relates to a new plastic material, production process or technique for the plastics chain
- The innovation helps realise the goals of The Plastic Guide
- The innovation is available to everyone
- Only producers/importers can register for the innovation program for new materials or producation process or technique.
- The registration must include a detailed action plan (including details of the impact (cost/quality/quantity) on collection, sorting and recycling systems).
